Summary
Responsible for the management, maintenance, support and development of Palmetto Goodwill's Human Capital Management System. This integrated system provides information, reports, and analytics to support a wide variety of business and compliance needs. Responsibilities include building, designing, and implementing modules, as well as data management, report support, compliance, analytics, development, training, and continual process improvement. Provides recommendations and suggestions to increase utilization, functionality, and efficiency to support organization goals. Develops and implements training materials and SOPs for end users, team members, and business unit leaders. Works closely with Human Resources, Finance, Payroll, IT, Training, and Division/Department leaders across the organization. Works with Human Resource and Finance teams to assess practices and procedures, ensure data alignment across system components, proper maintenance of security and access levels, confidentiality, and compliance reporting.

Essential Duties and Responsibilities

  • Supports the development and maintenance of the organization's Human Capital Management system. Assists in the review, testing and implementation of modules, enhancements, upgrades, and ongoing development.
  • Collaborates with functional and technical staff. Builds and maintains an end-user matrix to provide appropriate and accurate system access across the organization.
  • Maintains system data, validation tables, system structure, etc. Maintains data integrity and confidentiality for applicants, team members and company information.
  • Monitors workflow setup and adjusts programming as needed to ensure appropriate notifications.
  • Ensures reporting capabilities support organizational needs; develops and implements training materials for standard and ad hoc reports; provides training to end users.
  • Completes annual compliance reporting to include Applicant Tracking, Affirmative Action Plans, EEO- 1, Vets 4212, etc. Validates and completes WOTC sec. 2 for all new hires. Responsible for providing accurate reporting to support other state, federal, program, and audit reporting to meet state, federal, regulatory, compliance and organizational needs. Supports the maintenance of business- related metrics.
  • Develops a variety of SOPs, procedures, guides, manuals and instructional tools for end user training and support. Acts as point of contact for system related questions. Provides training for team leaders on system use, functionality, and ongoing developments.
  • Trains new users on system access, processes, and functionality.
  • Builds forms and templates as needed. Uploads documents, information, training materials, policies, procedures, etc. for access.
  • Researches and correctly resolves data and reporting discrepancies. Elevates unresolved issues to the appropriate personnel.
  • Maintains appropriate data connectivity between recruitment and OFCCP dedicated outreach provider. Maintains the same as needed for other business supporting partners and identified needs. Serves as key liaison with third parties and other stakeholders.
  • Trains and supports system and end users on HR related software processes to include recruitment and onboarding, new hire processing, workflow notifications, reporting, analytics, performance management, and team member self-service.
  • Explores new ways to harness HCM capabilities, improved workflows, and increase efficiencies. Identifies and communicates opportunities for improvements, streamlining, and improved efficiency.
  • Complies with all agency policies, procedures, and safety standards throughout all work areas; maintains same to meet CARF, Department of Labor and other Regulatory standards.
  • Performs other job-related tasks as assigned.

Qualifications

  • Proven record and sound working knowledge of integrated HCM systems, data management, system structures, development, user training and compliance reporting.
  • Ability to read and interpret complex system related documents, training instructions, procedures manuals, requirements, etc.
  • Experience developing diverse types of SOPs, end-user training materials, manuals, guides, etc. Proficient writing skills, with focus on grammar, spelling, and content.
  • Multi-task effectively; be able to adjust to frequent changes, delays, or unexpected events; be flexible and/or adaptable as work requirements change.
  • Communicate effectively in verbal and written format, with internal and external customers in a timely and professional manner; ability to communicate in multiple languages preferred.
  • High attention to detail, organization, and the ability to prioritize.
  • Ability to work effectively in a team-based environment; interact professionally with customers; possess tact and discretion; demonstrate a high level of confidentiality in all matters.
  • Self-started who demonstrates strong initiative and sense of urgency; must be able to work autonomously as needed; must be able to work in a fast-paced environment and meet deadlines.
  • Research from various sources, gather, and analyze data as it relates to computer system maintenance, utilization, improvements, upgrades, etc.
  • Think strategically and execute plans to completion.
  • Respond effectively and efficiently to inquiries and/or complaints.
  • Strong computer skills with proficiency in Microsoft applications (Word, Excel, Outlook, PowerPoint, Teams, etc.)
  • Ability to communicate information visually through various types of communication media.
  • Project management experience a plus.

Education and Experience

Bachelor's degree in computer science, business administration, human resources or other related field. Three (3) to Five (5) years' experience in HCM system setup/design, software support, data management and reporting required. Experience with ADP Workforce Now preferred. Experience within a human resource environment preferred. A combination of experience and education will be considered.

Physical Demands

While performing the duties of this job, the employee is regularly required to stand, walk, sit, use hands and fingers, handle or feel objects, tools or controls and talk or hear. The employee is occasionally required to reach with hands and arms. The employee must regularly lift and/or move up to 15 pounds. Specific vision abilities required by this job include close vision, distance vision, color, vision, peripheral vision, depth perception and the ability to adjust focus.

Work Environment

The majority of the work will be performed in an office setting. The noise level in the work environment is usually moderate.
